Jurisdiction basically means the power to control something or make decisions based on the law. If something is illegal it isn’t jurisdictional, and if you are weak/ powerless you don not have jurisdiction.
G. I saw a movie once in which the main characters were cops. The state cops had jurisdiction anywhere in the state, while local cops only had jurisdiction in local areas. This meant that the state cops had control everywhere in a certain state, while local cops only had control in local areas. So, the local cops could not arrest anyone that was not in their jurisdiction.
